You can go to Japan Immigration Department to lodge an appeal. You will need to write the reasons why your case needs to be heard and provide pieces of evidence that support your explanation letter.
The immigration officers will review your evidence and decide whether your application should be heard and go on back to the normal process.
Note that you can only lodge an appeal if your visa application was applied onshore. Tourist visas in most cases cannot lodge an appeal but you can reapply after six months.

You will have to provide documents from the Philippines for the embassy to recognized them. You have to wait for 6 mos after your application in Dubai, but some did reapply within 6 mos and got their visas. Good luck.
Hi! My sister and I got denied today after waiting for a total of 51 working days (what a bummer!). I dunno what went wrong with our application as we submitted all of the necessities, and we also don’t know why it took 51 days before we could finally have our passports. Here are the details:
1. We applied last April 2 for a Visit Relative visa for 90 days with a Japanese guarantor who is married to our mother, a PR in Japan.
2. I just graduated Senior High, and I don’t have an ITR + work.
3. My sister had visited Japan 2 times before, and she has a work.
We are planning to appeal probably next month. All of the necessary additional supporting documents I could think of are: pictures/proof of relationship with guarantor and our mother, & my diploma, grad pics, and report card since I don’t have an ITR yet. I have no idea what my sister should submit; are there more do you think we should include? Thank you very much and sorry for the long message.

No, he can’t appeal his denied visa. I guess your boyfriend didn’t have proof of funds and employment/business reason why he is denied. Yes he is your boyfriend but what legal document or related proof or relationship did you submit? A piece of paper won’t work in that case.

C means your application is declined and that you can’t appeal or reapply after six months. I can’t comment what went wrong with your application unless you give full details on the dossiers you submitted.
