You can go to Japan Immigration Department to lodge an appeal. You will need to write the reasons why your case needs to be heard and provide pieces of evidence that support your explanation letter.
The immigration officers will review your evidence and decide whether your application should be heard and go on back to the normal process.
Note that you can only lodge an appeal if your visa application was applied onshore. Tourist visas in most cases cannot lodge an appeal but you can reapply after six months.

Kindly list the documents you submitted for your niece. If you applied for a tourist visa, your niece won’t be able to reapply or appeal within 6 months after the rejection date. However, your niece can apply for visiting relatives.

Hi, we just got denied from our application here in Dubai. And its so devastating, all my vacation plans went down to the drain. I don’t know what’s their basis for rejecting an application.
Here’s my case:
1. I will be traveling with my husband, we are both employed. My husband is working in Dubai for three years and I am in my sixth month. (maybe this is a red flag) But I was on husband’s visa before I was employed for two years.
2. We submitted bank statements:
– My husband’s three months’ bank statement is lower than 10k AED,(maybe also a red flag) this is because all our savings is in our Philippine Joint account. I even tried to attach our joint bank account but the lady who assessed our paper returned it to us.
– I attached my bank statement but only for two months, I just recently opened an account so I attached my UAE Exchange WPS statement for two months as well. (Nevertheless, even if I don’t attach these I am traveling with my husband so whats the big deal?)
– I even tried to attach a guarantee letter that my husband will sponsor my travel expenses and this lady still returned the document to us.
I even survive being a housewife in Dubai for two years, how come they will think we don’t have the capacity to survive in Japan for 9days?
3. I attached our flight tickets and hotel bookings, and again this lady returned all my hotel booking confirmations to us.
It really saddens me that I cant go to my dream country anymore and celebrate my birthday!!! thank you to the one who assessed our application! thank you for ruining everything.

Hi, I attached our confirmed eticket from DXB-MNL, MNL-KAI,NAR-MNL,MNL-DXB.
-I wrote in the application form that we will stay for 9 days, I also stated in my COE that my leave is from June 21-July16 and will return from work on July 17th and my stay in Japan for 9days. And my husband’s COE as well.
-My itinerary starts from the date we arrived in Osaka from Manila and ends Narita to Manila. And I put all the hotels I will be staying and the destinations I will be going.

Hi there, I’m sorry about you visas were denied. Hmmm yup big possibility of denial is nasa COE. And I don’t think you can use COE this time. Try applying as tourist.
Hi Mark, if I applied as a tourist and was rejected what other purpose can I use when my sole purpose is only for tourism. No relatives and friends living there. But want to go on vacation with my friends there.
No choice but to wait for 6 months.
