You can go to Japan Immigration Department to lodge an appeal. You will need to write the reasons why your case needs to be heard and provide pieces of evidence that support your explanation letter.
The immigration officers will review your evidence and decide whether your application should be heard and go on back to the normal process.
Note that you can only lodge an appeal if your visa application was applied onshore. Tourist visas in most cases cannot lodge an appeal but you can reapply after six months.
1. What will happen if I reapply within the six-month period from the time it was rejected?

I’ve been to Norway but that Schengen visa has been stamped on my old passport but the agency has refused to accept the old visa and my cover letter. My new passport has only stamp of visits to Korea. I have valid multiple entry to Korea and had been travelling to Seoul for 4 times. Will this suffice approval of my Japan Visa?

Hi, Mark! It’s me again, 2nd timer applying for Japan visa with Filipino friend as my guarantor. My first one was a success even though its my first time to travel out of the country. I am only applying for 5 days tourist visa. Since its my second time, no need to submit NSO birth cert. I submitted all the needed documents including photo of us together as proof of relationship, hotel booking and flight ticket for supporting docs. For my guarantor, he provided me guarantee letter signed by him, ITR, and bank certificate.. Went to UHI last Saturday Feb 9, lodged in in embassy on Monday, recieved a text Tuesday at 8pm says that my passport is ready for pickup. I am nervous now for the result.. will keep posted!
